CS Shotgun Bug Fix

For a smooth shotgun experience!

Description

This fixes the huge delay when holding the shoot button on a shotgun with 0 bullets.
This fixes shotgun reload resume glitch, when you are deploying m3 or xm1014. And when shotgun is deployed while having 0 bullets.

Tested on CS 1.6, and CS:CZ with 1.8.2, without problem.
