1. Copy "lp670" folder to
\Grand Theft Auto V\update\x64\dlcpacks

2. Open OpenIV, extract
\Grand Theft Auto V\update\update.rpf\common\data\dlclist.xml
open it, add new line
dlcpacks:\lp670\
Save and use OpenIV to replace the original.

Note: you can install addon mods in mods folder too.
