C4 Drop Fix

Description:
This is an engine bug fix plugin. Most of you know this bug. It's when round ends & you have c4 & you are reloading. Normally in this case after respawn your weapon is 'refreshed' and not reloaded (but it should be). So this plugin is a bug fix for this case (agree with me - it's unfair that every1 can fastly reload there weapons except you).
