For this mod, you will need Map Builder.
Installation:
Extract the archive.
Open OpenIV
Switch to edit mode and navigate to:update> x64> dlcpacks> custom_maps>dlc.rpf> x64> levels> gta5> citye> maps> custom_maps.rpf
Move the file from the archive there.
